Tom is a public policy and public health executive with more than a decade of experience at the intersection of government, healthcare, regulation, and emergency response. His career has included leading major public health policy initiatives, advising state government through unprecedented emergencies, advancing landmark legislative and regulatory reforms, and securing critical funding for programs serving some of the Commonwealth’s most vulnerable populations.
He is Co-Founder and Partner of Bulfinch Strategies Group and serves as Director of Government Affairs for MassIntelligence, an organization focused on responsible AI policy, governance, and innovation across healthcare, human services, and life sciences.
Prior to co-founding Bulfinch, Tom built his career at the Massachusetts Department of Public Health, where he is affectionately known as the Department’s “patron saint,” ultimately serving as Director of Government Affairs under the Baker-Polito Administration and as Senior Pandemic Advisor to the Massachusetts COVID-19 Command Center. In those roles, he served as a principal liaison to local, state, and federal elected officials and helped coordinate policy and government relations during one of the most significant public health emergencies in the Commonwealth’s history.
As a trusted member of the Department’s senior leadership team, Tom played a principal role in the development and advancement of major public health and healthcare policy initiatives. Along with Jay, he co-authored the Commonwealth’s landmark overhaul of the regulatory framework governing healthcare mergers, expansions, acquisitions, and major capital projects, helping unlock more than $250 million annually in healthcare investment directed toward addressing social determinants of health. He also co-authored Massachusetts’s statewide statutory and regulatory framework for mobile integrated healthcare and helped develop first-in-the-nation prescription drug misuse educational core competencies for approximately 8,200 medical, dental, advanced practice nursing, and physician assistant students.
Tom also led or supported major legislative and regulatory initiatives involving opioid treatment and prevention, tobacco and vaping reform, emergency medical services, infectious disease, and public health preparedness. His work has consistently focused on navigating complex political and regulatory environments and translating policy priorities into actionable legislative, budgetary, and administrative outcomes.
Following his state service, Tom joined Jay in helping lead the healthcare practice of a major Massachusetts public policy firm, where he helped grow the portfolio into an industry-leading practice before co-founding Bulfinch Strategies Group.
Tom earned his MPH from the Boston University School of Public Health and his undergraduate degree from Boston College. He lives with his family in Framingham and serves on the Finance Committee of Massachusetts Attorney General Andrea J. Campbell.
